If you read the statement ZoS made, they argue that they have supply problems in EU for the parts necessary to upgrade the servers there...

active on steam (where is purchased) but not from bethesda/eso launcher or stadia
I guess it's because they upgrade PC/NA hardware. EU as usual second class customer.
