The Patch Error has been going on since Tuesday, I get it every time I open the game and despite having done all the trouble shooting steps at your link I still get it. I have however been able to simply ignore it and log into the game without issue.
Today as of 4 or so hours ago the majority of us are getting a Que followed be a disconnect. Sure doesn't seem to be related to me and if it is, why the heck has it taken you 4 days to respond...
PS Yes, I and other are beyond a little frustrated so my apologies for my tone.

1 Queue screen 12 mins. Closing client did not fix iunlike the 1 sec screen from last week.
2 Got to character load screen where it hung for 5 mins. Had to close through task manager
3 Error 209: does not recognise version. BUT I could still could hit play (it had no repair option) got to Bethesda load screen fine, got to character load screen. Hung on loading charatcer and then booted back to log in with error 'connection timed out'.
4 Log in screenthen says 'check internet connection' several times.
5 Patch manifest error as above with repair option.
6 Repaired and still getting 'valid internet connection' error.
I am NOT using steam. I do NOT need to repair as the game was working fine 12 hours ago, I did it anyway after last error and it made no difference. The range of errors indicates it is definitely a problem with your log in protocols. ie it is NOT client side so expect serious blow back if your support team just copy pastes the usual link as @ZOS_Bill has done above.
THIS 'TROUBLESHOOTING GUIDE DOES NOT WORK .

I believe I was the one who closed the thread in regards to the login issues. I did mistakenly use the wrong URL, but have since corrected it.
For those still getting this error after the recent maintenance, please make sure you've went through the troubleshooting below.
What do I do if I get Error 209 "PatchManifestError_VersionFail?"
If these steps do not help, please go ahead and start a ticket with customer support.
