It doesn't have to be through an auction house, it could be achieved by having NPC traders in the starting cities through whom a very small number of items could be listed at a high commission rate with all commission split between the guilds trading in those locations. There could even be a trading tutorial quest that would lead new players to the NPC traders and then guide them in the direction of trading guilds.
Such a system would cater for new players, casual traders, and those whose guilds don't have a trader. Guilds would benefit from extra commission, no real competition from the NPC traders because of the restricted number of items that could be listed, and the introduction of new members through the tutorial quest. ZOS would benefit from an end to the constant trading arguments and the retention of their basic concept of guild trading. The only impact on performance would be the addition of one more trader in Davon's Watch, Vulkhel Guard and Daggerfall - negligible!
