The test was only done on PC and the update comment #652 only mentions PC, so it's unclear if console players should expect this change. I read through comments since the updated info was posted, but didn't find anything.

The post are heavily modded, but there's no actual explanation on why all Cyro campaigns will stay like this for 6 months.
Just add a no-proc campaign. I really don't understand how people think taking the choice of about 400 sets away from all Cyro campaigns is a brilliant idea.

I counted at least 80 sets wich were used in Cyrodiil (seen by others, by myself and by friends orders/pleas to craft/farm them). Some were used by ballgroups, some for solo vpvp, smallscale, depending on the players abilities and playstyle. I cannot say anything about BGs, since I don't do them, never liked them. And I am sure there are more used wich I never recognised.
Taking something away just because you don't use it, is never a good argument.

Exactly this, the current meta would boil down to less set picks than the sets listed as still available for the non proc tests. People have used the guise of “build diversity” in an attempt to excuse whatever cheesy build they are playing, how is malacath on every build diverse?

That's part of the work we're currently doing for U31. We'll make it so certain campaigns can allow proc sets or not (including IC and BGs) and we can also better fine tune the existing item sets. At this time, proc sets are an all-or-nothing deal for all Cyrodiil campaigns.

But in the meantime, why would you choose they least popular option that discourages people from buying new content and blocks them from using content that they already paid for? And causes even worse performance to boot?
Phrases like 'We're working on,' 'We plan to imlement' are open ended suggestions with no concrete date for accomplishment. Saying you plan to have something in place in Q3 is the same as saying you are giving us two person mounts or working to improve Cyrodiil performance. It could literally be years before this new code is working and in place.
I don't understand the reasoning.
