If ZOS wanted to create a "win more" mechanic, they did a great job.
If they wanted a catch up mechanic they failed on multiple levels.
for something that was meant to help the loosing side, on ps4 it always keeps going to the winning side, spawning behind locked gates in the alliance that control the map, and are top of the score board. I dont see how that's meant to help the loosing side when it always goes to the winning side.

Honestly, I would love to see that regardless of hammer or not. There should be a 4 hour minimum for logging into another faction once you chose your "faction of the day".
Volundrung should only spawn for the last place faction, and less often.
The way it works now the dominating faction always ends up with it, and that's probably where it will end up anyway, but it should start out with the underdog faction at least. Give the last place faction an option to try to use the power or not. It's stupid and kinda disheartening when a faction that is 10k ahead gets the hammer.
If the goal honestly is to reduce lag and server calculations, a way to do that would be to remove hammer from the game. I think more than 50% have hated it since it's introduction anyway.
But more than that, the hammer is fundamentally unbalancing.
