the installation file no longer works on the latest windows 10 update

I've been trying to install ESO on a newly installed computer and when I start Install_ESO.exe it launches an InstallAnywhere window with a progression bar, and in the end it closes and nothing happens. I tried it for hours, many many times, in different compatibility modes and running as administrator but nothing seems to solve it. I'm using the file downloaded from my account. Is there any other way to install ESO not using that file?

Do you have a portable hdd? just copy it from the other pc and paste the files. That's what I do...

That's not the problem. I can do that. But I need to install the launcher.
