I have also spent hours farming Cyrodiil chests looking for The Heartland and had no luck. I only ever find Jeweled Ayleid Skulls (the same rarity) and one Metal Plates (gold) while doing so.

I think the reason they put the lead in Toadstool Hollow delve is because from that area where the cave is you should see the image from the painting, but perhaps I am thinking too much on it

I doubt the lead can be found on Satakalaam Imperials. Most of all because all of the lootable Imperials leave the area once you've completed its quest - I don't think ZOS would tie a lead to sources that you can lose access to.
