Locking scrolls when there are no players logged in to defend scrolls - that is my idea.
Also there can be some very strong NPC (so strong that will be trouble even for pro players) that defend empty fractions keep (home keeps).

Invicible behind walls and 20 sieges and when facing NPCs ye. Or maybe with lvl 60 vigor+speed horse & maneuveur (oh hi Ryh).
There is a simple solution to morningcap and unfairful campaign winning, simply do not allow any faction to take starting keeps (so scrolls too) at a certain level of population on each side.
But I'm pretty sure they will know how to use this to not lose their beloved campaign by disconnecting when they're not winning the fights.

Dirty DC are now are exploiting the LowPoP bonus on 2 servers!
AD have repeatedly demonstrated that they are the weakest faction when all of the sides are equal although i have months worth of pics that demonstrate that the strongest side when there aren't poplocks are the side with the highest population. EP have been nightcapping with superior numbers a few hours before the yellow morningcap (AD of up to 50 players i may add) commences and the 4 reds and 3 blues actually on the server are just wasting their time from about 0500hrs all the way up to mid afternoon when the populations start to pick up.
FYI, DC won their last campaign during midyear mayhem in 2017 and i think the reds managed this year at the same time, mainly i guess due to the fact that it is newer players who won't know how to Orange the blue side or purple the yellow side which i may add, happens a lot. I'm playing dc and i have a range of pics from the last 7 months demonstrating a regular orange army doubleteaming the blues so that the reds could get 2nd place and leave the blues floundering in last.
Also, @Derra spent a lot of time and effort pointing out the disparity in scores relative to populations on Vivec, Shor and Sotha and it fell on completely deaf ears anywhere within zos or perhaps it is just the normal story where PvPers are just not listened to in general because there are more whales in the PvE world and easier fixes to problems with NPCs rather than human controlled chars.
Those of you asking for a faction lock all seem to forget that this was getting exploited for months and months before they made it "legal" and my guess is they either couldn't be bothered fixing it due to time vs money or it is just plain unfixable without breaking other parts of the game (a common occurencein this game XD,) so you will all have to push for a fix for the exploit that was always around that permitted people to cross-faction before it is worth bothering about pestering anyone in the forums.
The winners of the last 3 pc eu vivec campaigns have been decided in the first 48 hours of the campaign mainly by PVE and i think this is the main reason why most people don't care about who wins the campaign any more... BECAUSE THEY'VE HAD IT KICKED OUT OF THEM BY 3 YEARS OF YELLOW MORNINGCAPS!!
It is about time ZOS took their proverbial fingers out of their posteriors and did something about this because one of the main aspects of what Cyrodiil is all about has been 100% nullified by 20-50 nameless, faceless people who mainly don't know how to pvp but they can press a button once every 7 seconds to get a ballista to work which is enough to take AD to victory and has done since 2015.
Just in case you weren't aware @zos , it is closer to 2020 now than it is to 2015 and the best you've managed has been to make the scores even more ruined by making scrolls worth 10 points and btw, whoever thought of this idea in the first place evidently has next to no idea what's actually going on in Cyro, nor how campaign scoring can be detrimental to one of the main ideas of the Alliance War. I wouldn't even trust whoever had that idea to make me a cup of coffee without putting soup or yoghurt in it
