100% depends on your build but for PvP its not unheard of that someone would run it, not super common but its still being used.

Would that or pirate be better to tank up a mag sorc?

I know pirate skeleton is very popular and considering mag sorcs rely more on their damage shield than anything I would say Pirate skelton over Mighty Chudan. Chudan gives resistance which only lowers damage dealt to you after your shield has been depleted but Pirate skeleton will decrease the amount of damage your shields will take. The Minor defile won't hurt you that much in PvP since heals are already low and as said, your shield is your biggest asset in regards to your survivability not your heals, your heals can get you up bit by bit behind your shields. If you want more info on how all of that works you can read this:

Pirate Skeleton is hands down the better choice on everything. Every class has easy access to an armor buff that gives enough other utility to render chudan useless in pvp.

Furthermore, the heal debuff is made irrelevant on shield stacking builds while shields do benefit from the major protection. This allows shield stacking to become a viable defense in a 1v4-5 situation, as long as you don't get caught being too defensive. A 20k shield stack, with major protection, is effectively(in that it requires the same amount of burst to break) ~26k.

The heal debuff can be purged so if you play templar or run with one or someone running purge/cleanse then you actually get no negative from this. Also, removing the heal debuff procs the big cleanse heal, this can leave you with full health and insane mitigation. This is especially noteworthy in medium-large group situations where you can sustain consistent use of cleanse and where the overall aoe damage is enough that you don't need a more damage oriented set. This allows a light armor build to have more mitigation than a typical heavy armor build and a heavy armor build to become virtually unkillable. The strength of this set isn't discussed enough, but its really insane.

In reality, Pirate skeleton will do more to keep you alive than ANY other set in the game, as long as you counter the heal debuff. One way to do this is in a group with someone running troll king, for small group, where a purge/cleanse bot isn't available.
