Lvl 50 Character w/ Lvl 49 Racial Skill

I leveled my Argonian to 50 around December 28th, but her "Argonian" racial skill line is stuck at Level 49 (with a full bar), meaning that I am unable to purchase her last racial passive.
I did submit a report (Customer Service Ticket [Incident: 161229-002029]) on December 29th after relogging, as well as rebooting the Xbox, failed to fix the problem. The issue seems to be on the server side.
After a back and forth with "Chet" I finally got an automated response thanking me for information on this "potential bug" but that was it. My Argonian is still unable to utilize her full racial passives.
Has this happened to anyone else? Was ZOS able to fix it or am I better off deleting her and starting over?
I will post screenshots as soon as I am able to download them off the Xbox.

But she is still showing as a Level 49 Argonian.
