Litany of Blood bugged??? NPC's are not spawning.

I noticed that not only are the targets now spawning some other npcs are back. After stalking those areas in Shornhelm, Skywatch, Davon's Watch, and Stormhold I got familiar with the npcs loitering in those areas. .i went back and there were a bunch that I haven't seen all week.

Ok so is this confirmed "Un-Bugged" ?

Im on XBOX NA and im having trouble with Bulag.
Id like to know before i continue since Im roaming the countryside specifically to seek and destroy these Cur.

also doing them in Tandem with Karis Hit List makes it more entertaining and fun and makes the saddle sore and rashes from wet marsh boots worth it.


EDIT: right after posting found Bulag juggling knives by the front gate Guild Trader, followed her down a path outside the city walls and *red mist*
(ominous chuckling..)
