Litany of Blood bugged??? NPC's are not spawning.

I have spent HOURS (9) scouring Skywatch for the target NPC. Statistically, I should have accidentally stumbled upon them by now...is it broken?

i think some are bugged. been waiting around for a few hours in shornhelm waiting on bulag and it would seem others are here waiting too and no sign of her spawning at all.

Those are the four I could not find at all even though i kept running back and fourth between the towns a few times ( I ran into other players waiting for these fours to spawn for ages too). However I was able to find Cimalire of Skywatch fairly quickly yesterday, fairly recently so I dont think she is bugged, you should have another go, I found her sitting on a bench.

This is happening to me too. I've been in Skywatch for 2 or 3 hours and I can't find Cimalire. It's driving me crazy. I've searched and I've reset the environment multiple times. Don't know what's going on.

Exact same 4 that are not spawning for me. They were all there for my first character to run through it, a few weeks ago.

I got her, this morning. Just keep searching. Sometimes she's on the mid-level in front of the castle and can also be on the lower level to the left of the castle.

I think for this particular quest you cannot just reset the environment as the npc is always there regardless if you have the quest or not. I remembered accidentally killed one of the those guys before i even entered the litany of blood.

Same 4 for me too. I can not find them at all. I even enlisted a friend to help me search and nothing.
There was actually a discussion about it in the zone chat of Shornhelm and it seems like this is effecting a lot of people.

It sounds like some NPCs accidentally got purged and they seem server specific. Are the Shornhelm ones all NA?

There's also the Betnikh npc (NA) and Elden Root (EU).

Forgot to specify that I'm on PC NA, as well. Sure would be nice if someone would acknowledge that this issue has been read and is being looked into.

This also seems to affect about 50% of DB contract quests.

I'm on PC NA also. I've been working on the DB quests, and also cannot get these:

Bulag in Shornhelm
Ebrayd in Sentinel
Dinor Girano in Davon's Watch
Gideelar in Stormhold

I also cannot find Cimalire in Skywatch. I spent about an hour there and no sign of her.

Like Strontium said also having trouble locating some DB contracts. This has been for the last couple of days.

These are the exact 4 that I have been hunting for more then a week. There are no dead corpses of the nps anywhere as well. Can't find them anywhere.

yes ,i can also confirm those four ARE missing. i have spent real world days on those four. searching in the citys out of the citys; both in and outside buildings. ive killed every killable npc, thinking perhaps they switched it up. BUT when one sees 20 other assassins running around the town at the same time.. i suspect the seasonal even somehow effected the npc. they are gone. PLEASE FIX THIS! as for the others that were mentioned as missing i can confirm that they are not.. just a royal pain to find. PS: most of us or all of us know that there are two spawnable kills. BOTH ARE MISSING

Glad it's not just me then. Spent a few hours in Davon's Watch looking for Dinor with no luck. Tried killing a bunch of NPCs in case he was "hiding" but no luck there either.

I'm so happy to have found this thread! I thought I was going crazy with that last 4 kills on Litany of Blood. I have tried submitting a support ticket but it really doesn't seem like they are bothering to read it since I have gotten a lot of canned auto-responses asking me if I have solved the problem myself yet lol!

For what it's worth they all seem to be working on PTS, so I would guess it will be fixed with the next patch.

I can confirm all the NPCs were spawing on Jan. 9 on the PS4 NA server. Me and my husband spent about 4 hours finding them all twice (so we could both get the title). Some of them were a lot harder to find then others and with other players also hunting it was tempting to say they where not there. But at least they are working there if your looking for them on PS4 server.

Thank you for posting this! I didn't want to keep looking if it was bugged, but if they're actually there...I will find them and kill them!

Edit - oh wait you said PS4, not PC NA.

I just got the following reply from my support ticket: "I know you are having issues with the Litany of blood, NPCS not showing up. This has been reported before as well. And it is the same four. If you would not mind doing me a favor, as this will help get the situation resolved sooner than waiting for this ticket to be seen by the developers. If you could please post this issue on the Elder Scrolls Online Forum website, Adding it to the reports we have of this issue. It will be seen by the developers sooner, and they will be able to take action sooner. We here at Tech support have limited access to the game, such as in game mechanics, and internal working of the real time running of the game, are done by the developers, and they have to make the change within the system. I am sorry I could not directly help with the issue, cause I know I'm looking for those same ones for my own characters to finish that achievement. But even I have to wait for the developer to get them moving again. CO please post about this issue son the forums, and it will likely be taken care of sooner. Thank you. Please make sure you mention this is on the PC server, That will make a difference."

tl;dr: Post the issue to the forums and the devs should see it there faster than support tickets.

Yeah, I think I'll wait on the DB quests until they get this fixed. Maybe after the next patch.

Would anyone know if this bug is confirmed to be fixed by next patch and if so when is the next patch? Sorry if I came across as impatient but I was just can't wait to be able to complete the quest.

are nowhere to be found. I've spent several hours both patrolling and searching or just sitting near where they should be and they just don't show up

The problem seems to be solved when I logged in after the server maintenance. Bodies every where....

Same here. They are respawning instantly, too.

Someone killed Bulag as I arrived at the market area in Shornhelm. Went outside the front gate where she respawns and she was there, juggling knives. She lived all of 10 seconds ...
