Because dealing with proc sets is so easy they made them proc twice !!

One dude hit me with a 6500 veli proc but his empowered incap only hit me for 4k while his SA hit for 3.5 I died laughing.0 -

My NB that is using selene's is 2h/bow, so maybe that's part of why I've never seen one. My Sorc on the other hand using Viper is DW/bow... no idea why I haven't seen double procs happen if it's so prevalent... UNLESS there is some way to purposefully bug it and cause it to happen which doesn't happen in normal combat situations.PC/NA

That's because trash players need these proc sets in order to kill anything. They certainly can't rely on their skill.1 -

Selene proc twice when you use weapon swap. I've seen a lot of player use that bug for kill others players instantly.2 -

So if it does double proc thenusually the player proccing it twice knows how to and is exploiting it.

Its a specific method, something that unless you know what it does you wouldn't do normally in pvp.

Streak moves you faster then speed cap.
