I really have doubts you saw someone cheating on PS4. Of all of my time playing on PS4 NA, I don't remember seeing a single hacker.
Many sets boost movement speed. Potions can also grant invisibilty.
Maybe what you witnessed truly was a hack.... can't really know without seeing the videos you claim to have of the hacker though

Hmm...possible lag? Seems very odd, and I have a hard time picturing someone hacking on console, seems not worth it. I can't at the moment. My friend recorded it. I tried to record it to but I messed the clip up so eventually I can post a video, but I do have at least 1 screenshot. However you would have to tell me how I can do that because I don't know how to. I don't think you can really tell who this player is because he just zoomed right by us. I very seriously doubt it was a nightblade because we were extremely deep into daggerfall territory and the map was all yellow so either one of us would have been able to see him. Now here's the thing though, I'm pretty sure that it was a daggerfall guy which my friend was daggerfall on his magplar and there was no yellow or blue flag over his/her head so that means that it was on his alliance, yet he did not see him cloak away. All we saw was the guy run right through us and then he was gone. No trace left behind.

Hey now, I never said you weren't telling the truth (I'm sorry if that's how you felt); it's just more often than not I see people yelling foul play when really it's just lag, a bug, or something they don't know about. Ive seen the run speed hack, guy was running faster then my mount with rapids on and not by a small margin.
with the right race, buffs, gear you can sprint very fast.

The templar video looks like lag. You didn't see the heals going off, but they were in fact going off then your client caught up.
The other one... well there are ways to get your sprint speed to pretty insane levels where you will indeed sprint about as fast/faster than a maxed out horse + rapids. There are lots of invis potions in game also.

I saw a video of a certain sith lord that plays on PS4 NA that got pounded on by 30 people for 10 minutes and no mater what he would not die. His health bar would drop to zero but he would be able to get back up. I wouldn't exactly call that lag. I'll leave a link so you can watch this. I exaggerated about the 10 minute thing but still.

No matter how much movement speed you can stack you will never obtain that much movement speed in a legit way. Oh and this guy ran right through both of our AOES and it did not slow him down so yeah it's obvious that this is a hack.
Vicious Ophidian would give you a lot of movement speed but we would have seen the guy actually continue running instead of a great burst right by us and then gone after that.
