Last week I made myself a complete set of Trainee without training traits to play around with. Stats-wise, it's gives more than any other set (over 10k in total stats when you count the 2-5 armor piece bonuses).
You can get a medium chest in well-fitted or a heavy in reinforced/sturdy, and a shield in impen or reinforced (maybe one more trait). Jewelry drops in all traits (health, magicka, stamina). You can also get a sharpened sword and dagger.
All of these items are guaranteed drops from doing quests in the starter areas - no RNG involved. The only problem is if you already did these quests while leveling up - then you have to find someone else to do them and give you the items, or get another character to level 50 and then do the required quests.

Blazing Shield builds need more than pure stat bonuses. Even using Fasalla's or Reactive would be worth more than just using a massive health pool. Add in monster sets and it's not just Scourge Harvester any more.
Extra stamina for CC breaks is invaluable in the BS Templar, and there aren't many ways that also give a boost to magicka (for casting shields) and health (for shield strength)
Plague Doctor is pure damage for a BS build, Trainee is survivability.
If we ignore the Proc-meta for a second. Why is no one talking about this armor set?
It give an insane 7.5k stat bonus. Why would you even consider going Draugr Hulk for 2500 Stam bonus. when this set gives 2500 Stam AND Magicka AND Health?
Especially DK's, both mag and stam should be loving this?
