Here's an update for me- I was able to get past the North America server startup (I couldn't previously), loaded up an Aldmeri Dominion character who was in Wrothgar, played for a bit then went to go in to Scarp Keep...it took roughly 10 minutes to load up inside, long enough for my Xbox controller to shut off for being idle. I was kicked shortly upon entering the clothing shop. Every other attempt to load this character causes me to promptly get kicked again before I can even move.
I tried another character from another alliance (Daggerfall Covenant) and was met with the same long load when trying to enter an Outlaw Refuge.
I tested the EU server and had none of the issues described above, load times were normal and I had no problem signing in.
