So on the Xbox one, I join group dungens but it won't let me jump to the acctual dungen

You have to be a certain level to access certain dungeons. If they are visible on the world map, you should be able to jump to them .....

• If you are not a veteran, then you can not enter veteran versions of dungeons - however sometimes your dungeon mode bugs, and you can either contact Zenimax or group up with a veteran and ask him/her to kindly change your dungeon mode to normal.
• If you are not a veteran, the grouping tool sometimes bugs and throws you in a group that seeks a veteran dungeon - so they can enter, but you can not.
• If you do not have Imperial City DLC access, then you can not enter White Gold Tower or Imperial City Prison.

Btw. all dungeons get scaled to v16 once you use the grouping tool, and you will be scaled to v15.
The quality of your scaling will depend on your gear, quality of your gear and passive skills.

Veteran mode of dungeons is not the same as v16 scaling of dungeons. All group dungeons have a "normal" mode, where you get a quest ...some dungeons have a "veteran" mode, that means a new quest that continues from the previous one for that dungeon, new bosses etc.
Veteran scaling is just he story and quest of the dungeon, only levelled up to v16 - enemies have higher health, stronger resistances and deal more damage.
