GDB is useless in Cyrodiil

It heals 15% of your "missing health" no not 15% of your health your "Misding health" you have to be at 10% health with a lot of CP just to get a heal close to blessing of resto and it costs more

It needs to be adjusted its not even close to an anti execute heal either because if you get low enough for GDB to actually heal you every execute in the game does significantly more damage then GDB will heal for

My Mages Wrath will easily hit for 9k on a crit it's much more you won't survive that if you allow your health to get low enough to be worth using GDB, other executed do far more damage then mages fury like say executioner

dragon blood needs to be excluded from the heal de-buff

The DK has its own self heal, therefore, said self heal should work. I dont mean to sound condescending by typing this, but it is that simple. The DK has one, therefore it should be worth using should one decide to use it. A mana DK should not have to use a resto staff because their class heal does not work. It may be fine in PvE, but in PvP it is horrible.

Stamina dk does not need any healing buffs. Igneous shield + vigor/rally are both incredibly strong heals alone. When combined it's fairly hard to die 1v1 if your not heavily burst down or heal debuffed.

Magicka DK is what needs the heal buffed. Burning embers is great and all but only works when you've had a chance to apply it. If you are riding your horse or moving around and take dmg first your forced to hope your potion saves you if you don't have a resto staff.
