The enemies aren't healing, shielding, interrupting, cloaking, dodge rolling, blocking, reflecting, porting to shadow image nearly enough... It's easy to see they just aren't "doing stuff" that any experienced PvPer would do.

Dude, I would seriously suggest overload sorcs run bow. Depending on your setup, you would have a 12% increase to ranged attacks like overload and frags (and magicka detonate, last time I checked). The spell damage decrease would be negligible in comparison to the raw damage of a critical from far away.

No, once you're in Overload you lose access to the passives on the equipped weapon. Dual Wield gives innate increased Spell Damage. Since its not tied to a passive skill, you don't lose the benefit.
