It is a known issue, and we've been investigating. We did implement a small fix in Monday's patch that should have helped begin to decrease the length from when IC was first published.

Nope, this only affected the EU megaserver. NA will not be taken offline.

It's not as easy as that, for all we know it could have been a serious issue that if it hadn't been restarted immediately may have cause server crashes that could damage the database and lose us hours or days of gameplay. For example some years ago in Dark Age of Camelot there was a server issue and they delayed restart because of it happening in prime time, not only did we have hours of horrible lag but eventually the server crashed, wiping the database meaning they had to install the last backup which was three weeks old, people lost weeks of work and even whole characters that could not be restored.
So while ideally it would be great to have more notice, sometimes it just can't happen.
