Yep.. not only have I found running on foot in general to be half the speed it used to be... but also on your horse it is also half the speed it used to be.
My run speed now, using rapids but without the sprint while on a mount is the same it was prior to Orsiniums release on a mount without rapids.
It seems they have nerfed everything in this game with this DLC.

That sounds like a pretty annoying issue too, but we may be talking about two different things.
This thread is about mouse look speed (how fast you can pan the camera) while sprinting. It gets cut in about half while sprinting and this has been an issue since the release of Imperial City.

Sounds like a feature to enhance realism to me.

Try looking in this thread, there may be some helpful info there.
It's not a performance issue or related to addons. It's clearly a difference in the horizontal look speed (mouse movement) while sprinting with your weapon out. It's actually pretty subtle, may not even be noticeable depending on your default mouse sensitivity.
