It's really personal preference and what works for you. Whether you're going pvp or pve orientated. Do you want damage? Survivability? Healing? There are so many variables which is what makes this game great.

Mine personally has a heavy focus on magic but uses SnS and Resto, less stamina skills means more for blocking along with my passive trait buffs from being an Imperial.

There's really no right or wrong reply/answer.
    Vex Carlotta - Templar - Imperial - Aldmeri Dominion - VR2 - Werewolf
Casamir Naharis - Dragon Knight (Tank) - Dunmer - Aldmeri Dominion - VR10 - Werewolf
    Razelan Azani - Nightblade - Redguard - Daggerfall Covenant - L45
    EU Dominion - Aldmeri Kings
    EU Daggerfall - Daggerfalls Elite

Well to be honest if you want to go DPS then sns is not really advisable. There are much better options. You could have sns on one bar for skills improving survivability and heals and then the second bar 2h or destroy staff for more powerful dps.

Just do some research on the internet and look at the hundreds of builds out there. Try out what you like the sound of and see if it works for you.

If you want survivability, then Templar is probably not the class for you, at least if you mean PvP survivability. In PvP, survivability is usually tied to the ability to CC and escape, and the Templar has no escapes and no AoE CC. Many Templars go Vampire, since it provides an escape skill, so you could try that.

If you really want survivability in PvP, try Sorceror (Bolt Escape) or Nightblade (Cloak), both of which are also capable of better offence than a Templar in PvP.

If you are just talking PvE, then yes, the Templar has good survivability and good DPS.
Templars are 'just slower... by design'
Yes, Gina actually said that (at least regarding Rushed Ceremony) right here:

Sorcerer's - The ONLY class in the game that is punished for using its class defining skill (Bolt Escape)

"Here in his shrine, that they have forgotten. Here do we toil, that we might remember. By night we reclaim, what by day was stolen. Far from ourselves, he grows ever near to us. Our eyes once were blinded, now through him do we see. Our hands once were idle, now through them does he speak. And when the world shall listen, and when the world shall see, and when the world remembers, that world will cease to be. - Miraak
