What is the big blue bar in the sky?

When you look straight up in the sky on the Xbox One (at least for me) I see this great big blue bar. To me it looks like a health bar. Is it a health bar? If so what is it for? If not, what is it then? Doesn't matter if I am outside or inside. It's always there straight up in the air.

    You probably have the health bars enabled in your options...

    Yes I do. That is why I thought it was a health bar. I am just wondering for what? Never seen a continent (or is it the planet named Nirn?) get a health bar.

    I thought the big blue bar in the sky was Sovngarde. Isn't that where Nords go to drink after they die from alcohol poisoning?
