Radiant Magelight sees both invisible and stealth.
Cloak is an invis, just like the potions that do essentially the same thing.
RML can see both. The only difference is range which will be based on Racial/Medium Armor and set bonuses.

I recorded footage Friday night using rank 1 and it worked fine.

The issue is this: Radiant magelight does not just affect you, it affect allies in it's radius (reduced damage from stealthed attacks).
If you and your ally next to you both have RML active, but yours is at a higher level than his, then your RML will override his (because yours is better). His RML effect is removed from him, and replaced by yours. Unfortunately when he leaves the radius at which he gets your RML, his own does not automatically 'kick in' again. He still has the ball graphic, but it does not work, and worse it cannot be even removed/reactivated(pushing the button does nothing). He has to relog to make it work again, and it will fail again as soon as he gets close to you once more.
That is the reason people say you have to level RML to 4 - that way no-one will override it anymore.

Even if that is true, it's no reason to not use the skill (not saying you advocate this). Luckily I am never happy with skills staying at rank1 and always max them out. Probably why I never have this issue.
Whatever recent change they made to stealth makes Radiant Mageleight completely useless unless you practically have your balls on the enemy's back..
RML shouldn't see cloaked NB IMO anyway. NB spends a ton of Magicka for 2.9 seconds. Cloak should trump detection methods for the duration...In this case I'm glad it's borked.
In other words: If a NB invests a bit into magicka regen & cost reduction, it is supposed to be invincible because all the less clever players who did not invest into magicka to use magicka skills effectively shouldn't suffer. Makes sense.
