Radiant Magelight bugs

I have Rank 1 Radiant Magelight and it is consistently bugging out. For starters, it isn't increasing my spell crit by 10% AT ALL. Even if I have just logged into the game, cast Radiant Magelight, and no spell crit increase. The other bug is a complex one. When I've recently logged in or zoned, I can cast Radiant Magelight and activate and deactivate it. It gets removed from my character (both graphically and in my character sheet buffs) if I turn it off, swap weapons to a bar that doesn't have it, or remove it from my current weapon bar. After playing for a bit however, I can not deactivate Radiant Magelight. Swapping weapons to a bar that doesn't have it slotted doesn't remove it either nor does even straight up removing it from my current bar. Please fix.
