Players have never been able to copy anything by themselves. ZOS will update the PTS character DB with copied data from both live systems from time to time, usually before a new testing cycle starts. Gina's announcement from last May reads like both copied char DBs had been available simultaneously last time around. For the upcoming tests of the Imperial City, please wait for the official announcements.
