No, it is not. Let's go through it once again: there already are items that basically turn cash into gold by allowing p(l)ayer to avoid otherwise necessary expenses. Gold can be used to buy other items, say gear. Therefore, gear can be bought for cash.

Again, not P2W either. People you really need to STOP throwing around these P2W claim on everything entering the store.
P2W means buying something that gives you a tactical advantage that is purchased with real money and not obtainable in-game. Adding some convenience items (such as exp potions or riding skills) are NOT P2W!
