Removing those costs will unbalance the game since everyone will use add-on that can switch within a click of a button and it will completely ruin the class/skill balance.
Imagine a DK stamina stealth-hunter switching to 100% tank within seconds (just out of combat). That thing is WAY too OP.
just look at wykkid's add-on. switching gear and armors can be hotkeyed. If a user have grinded all quests and all skyshards, there's enough to have at LEAST 2 different builds they can switch using one button.
Having their CP and SP switches too will be even crazier.

Thanks for articulating this - something was bugging me and I am too sleepy this morning so I wasn't sure what it was.
Think of this - every time you hit that "instaReSpec" you loose all the gold it normally would take ... or maybe double. Or if you can't "pay" then the mage you have hired to do this ('cause that's what it would take) kills you and you appear in the starting zone of your alliance.

Not sure about you but in PvP I am stuck in combat for at least 30 seconds after attacking anything, even if they die. If you are out of combat why should you not be able to switch out your build? I am trying to think of any situation where this would be unfair, and can not. You can not change it in combat. The whole point of the re-balance was to make it so you would HAVE to change your build to be a tank, or change it to be dps or change it to be tank. DK's had it all at once basically. They never switched anything out ever.

Wykkid's add-on already does this. What's the point? So yes, it must be out of combat.
BUT, the biggest difference for changing a build is your SKILL POINTS and CHAMP POINTS. Those costs MONEY. Those, I'd vote NO to have instant-change to you could NOT be switching a master healer/tank/dps within seconds and for FREE.
If it does costs money, then I don't see a problem.
Going to your inventory and swapping gears does not deter people from switching builds.
Paying 35k+ gold does.
