Not a huge fan of B2P business models, however... since there's going to be one I think the following services are pretty much mandatory:
Re-Name Character under the same limitations as naming a new character, but for a price. Rather silly this isn't listed yet. I get that the store just opened and is only PTS but how was this not the first thing someone thought up? Put a limit on how frequently it can be used, sure... but it should be there.
I'm not sure about the riding.
If you allow use of cash to max riding, then the maxed riding speed will become the baseline, and you will have people complaining "OMG this game is so bad, you won't even be able to move at a normal speed unless you pay them!"
Same happened back in SWTOR when it went F2P, and trying to explain the "gimped slow speed" is in fact the normal speed that all subscribers used to run at when the game was launched just fell on deaf ears.

You're already at a disadvantage in PvP if you don't have top speed mounts. It would change nothing except give people quicker access to catching up.
There are no "top speed mounts" in 1.6. All you have is your personal riding skill, and various cosmetic horse skins.

IF faction change ever gets into the game, it should be a quest; and a hard one at that.
And for race change, just roll a new character, changing race makes absolutely no sense lore-wise, gameplay-wise or in any other possibly conceivable manner other than "I don't want to level another character from scratch!". Heck, they might as well sell "instant veteran rank 14 potions" if they're going to sell race change. It's almost the same thing.
