Most games don't have cloaks. The ones that claim to mostly have capes. Either way, the rendering engines in those game usually suffer huge blows to performance when around other people, specifically because players expect "capes" to render like real cloth, which is all well and good in a single player game but in an MMO... you're pretty much hanging yourself.-Cloaks. Every other game have them, dammit. AND - they obviously have some Tech for it already in the game, since we've seen characters With cloaks in early beta footage.

There are cloaks (and capes) in a couple superhero and other multiplayer titles. I thought that point was made perfectly clear.
With my personal experience in UE (Haven't had the opportunity or personal time to work cloaks in another engine) this isn't a hard thing to do or as you say "hanging yourself". Keeping it from clipping into the characters back, shoulders or legs is the hardest challenge from my experience. It's easier to just bake the art around points such as where the cloth meets the shoulders and this can be done in a very stylish way as well that actually benefits the design.
