It has since developed that reputation, over time, in a self-reinforcing manner. I'd wager at the start of release the three factions PvP track records were about the same. But for whatever reason AD got the upper hand, maybe attracted more and/or better PvP guilds, who knows, doesn't matter really, until here we are at the present situation. All speculative of course. Oh, but you already realize that. You were just baiting me with a red herring.
