I just tried the NB changes on the PTS. The changes are ok-ish.
However YOU STILL HAVEN'T FIXED THE BIGGEST PROBLEM.
What problem? Well the triggering cost of Dark Cloak (any morph).

And no one ever talks about this MAJOR GLITCH. I mean do people even know it's there? All I hear is talks about the dot's removing stealth... It's true, but don't you think that fixing a TRIGGERING cost is more important?
Anyways, just a reminder, this needs fixing ASAP.
In terms of feedback:
Assassination:
-Haste morph (incapacitate): ok changes, makes the morph more viable but not OP.
-Master assassin passive: Addition of increased spell power seems logical, justified change in my opinion.
-Reaper's Mark: Stacking was pretty much a glitch, and correcting glitches is always good.
Shadow:
-Path of Drakness: Glitch is corrected and more damage, will probably make it more attractive. Ok change I guess
-Refreshing shadows passive: Ok for light and heavy armor users, useless for medium. All medium wearing NB are already overcharged in Stamina regen.
-Refreshing Path: Good change, adds a little bit of synergy.
Siphoning:
-Leeching strikes: Tooltip correction = good. Nerf=ok, the skill is still pretty good.
PvP feedback:
Overall the changes are alright, try not to up NB too much because when used properly it is already deadly in PvP.
The class needs fixing, not buffing in my opinion. The medium armor tree however needs Buffing, big time. For once, the detection radius seems to be the exact same for all players in PvP (so one of the medium passives works only 50%)... Second, light armor gives reduction to costs, spell pen... Medium should have those as well for stamina and armor pen.
Also, Magelight gives 20% spell crit but I can't see any toggle for weapon crit... Weird to have a game where casters crit more than melee...
