Best and worst cities?

Best - Shornhelm, straight out of the wayshrine you're near the bank, the stables and woodworking, blacksmithing and clothing stations. Enchanting and alchemy are a bit further away but still easy to navigate.

Worst - Hollow City and Wayrest, both of them are really awkward to navigate. I can't really remember how close all the facilities are in Wayrest, but everything is miles away from anything else in Hollow City.

On the Ebonheart side, Mournhold has its bank and crafting stations in completely different parts of the city and its wayshrine is even further away from both (outside of the city, at that). Stormhold, on the other hand, has the bank right next to the crafting plaza and while the wayshrine is a short distance away... it's actually a short distance rather than the marathon run you face at Mournhold.

    In the whole game.

The worst is Windhelm, I applaud they make the city quite similar to skyrim, but everything is all over the place, on top of the stairs scattered around, its very inconvenient. (EDIT: and yes, Mornhold is bad too, the wayshrine is way outside of the city and on the far side of everything.)

Best city is the Velyn Harbor at the entrance of Malabal Tor, it has EVERYTHING (crafting station, bank, merchants, outdoor cooking fire) in a square, their (outdoor) chef also sells flour, their dock has all the crates to open. really nice.

In DA, Shornhelm is the best, worst is probably Sentinal, with sand storm blowing all day, its hard to navigate that city.

In AD, worst city is the starting city of Vulkhel Guard.

In EP, best city is between stormhold and riften, they are about the same.

if you start with DC, then daggerfall is okay, because prophet's cave serve as an incoming wayshrine, close to the crafting station. But if you are not originated from DC, yeah, its pretty awful you have to run that far.

I found the most practical to be Eldenroot in Grahtwood, you got all crafting stations & banks on the edges of a circle. It lacks a cooking station though.

If villages count too, then Bleakrock village on Bleackrock Isle is the best crafting spot I've found so far. All crafting stations+cooking and a bank is in one building or around it. It's like Riften with Enchanting, Alchemy & a Bank added in the same building.

My best choices would be Hollow city. I spent lots of time in there, so I was able to remember where everything is I guess. It even has woodworking station next to others! And huge thumbs up for Bleackrock for same reasons ^

And absolutely the worst would be... Belkart. I didn't know it had crafting stations, or even a bank until I was exploring the area. ( Could say it's the maps fault, but they're also far.)
Daggerfall is also terrible, everything scattered around, miles away.

Honestly, I don't find any of the cities too bad, but that's because I've gotten used to their layouts, and I always use a horse to gallop along the fastest route between bank/wayshrine/crafting stations. In fact, cities are by far the places where I use horses most often. In the wilderness (Cyrodil aside) I only ever ride my horse if I'm trying to get to a dark anchor before it goes away, or if there's some other reason why I really want to get to a specific destination ASAP. In cities I always use a horse.

Oh, except for stupid Elden Root, where everywhere you want to go in the city counts as being inside a building, so you can't mount your horse.

It's not a city, but I love the market in Bleakrock which is why I haven't completed the evaccuation with any of my Ebonheart characters (sure you skip half the quests in Bal Foyen but it's worth it). The Bank, Blacksmith, Woodworking, Clothing, Enchanting, Alchemy, Cook, and Bagseller are within 5 paces of each-other, no going in and out of doors or up and down stairs or anything. It's brilliant! I always go there, though I'll grant it's a little jog from the wayshrine, but it is a straight shot rather than round-about and still feels closer than with some other cities.

    - Plus the banker has a nice short comment. (I'm so happy they shortened the one in daggerfall, I wanted to kill that lady, lol).
    - And it's usually not over crowded as well (one one in Davon's Watch is ridiculous in that regard, it's like one of those how many people can you fit inside a VW Bug contests).

(- Also, Vulkhel Guard is really annoying at the moment because of the bugged door to the bank building, most of the time I get stuck in it and just have to exit again because i can't move forward, plus everything feels like it's miles apart. I do like the lady banker though, another one who doesn't ramble)

I didn't finish quests there neither (not required by Cadwell's Gold), since I will be forced to make a very hard decision if I do (save the dock, or save the fort).

Best: Velyn Harbor everything pretty close to each other
Worst: Hollow City, not bad if you just sell and craft wood, metal or leather. My god if you need to feed your horse or do some enchanting stuff also.

Edit: had to change my answer as I forgot Velyn, definitely the best.

As a DC VR7, my favorite so far is Velyn Harbor in Malabal Tor (VR4 for us). Everything is so close to everything. If you're looking for a good all-in-one quick stop, this is the place to go. For worst, I'd have to say Elden Root in Grahtwood. It's actually a decent layout but the fact that almost the entire place is inside and doesn't allow the use of a horse makes everything feel so slow.

In Ebonheart Pact Dhalmora is the number 1 best crafting location. Port to Dhalmora wayshrine go a short distance up the path to a tent that has banker and every craft excluding provisioning which is just next door. No load screens in and out of buildings no 50 meter runs from one crafting table to another.

Deconstruct, sell, bank and be out of there in under 2 minutes.

Rawl'kha in Reaper's March is my favourite - everything is pretty close together and right by the wayshrine.

As others have said, Elden Root sucks because you can't use your horse. I have to say, though, visually it's a stunning place.

I love how the cities look when they are big and have stuff all over the place, but as far as getting stuff done it has the polar opposite effect. I def prefer Shornhelm for being able to Bank, cook, craft, etc all with relative speed and ease. I do understand why it is the way it is though, it would be kinda silly to have these big nice pretty cities but then all the buildings you need clustered in one tiny spot, with the entire rest of the city basically pointless

Elden Root is great, until you need to feed your horse. Grrrrr.

Stormhold is the most convenient city I've seen so far, but man, is it ever a dump.

Wayrest seems really confusing, but for some reason I rarely get turned around or lost there. And it is cool looking and sprawling, like a major capitol should be.

The best cities for me is Shornhelm (in lower level areas), Elden Root, Velyn Harbor, and The Riften. The wayshrine is far, but once you make it to the stations, the bank an is all near.

Elden Root isn't bad at all. There is 2 banks on each side, Blacksmithing, Woodworking, Clothing station all across from each other. Just sprint. And

The city of Daggerfall (In the Daggerfall Covenant of course) is my favourite city for navigation. Any city you visit you will get to know where you are going without using the map, depending how much time you spend in the city. But I agree Wayrest is probably the most akward location in navigating.

Best city in the game is Dashaan, the second starter zone for Ebonheart Pact. Right up the hill from the wayshrine, it has every single crafting station and a bank, as well as all necessary traders (barring the stables) in one single room.
Ruze Aulus. Mayor of Dhalmora. Archer, hunter, assassin. Nightblade.
Gral. Mountain Terror. Barbarian, marauder, murderer. Nightblade.
Na'Djin. Knight-Blade. Knight, vanguard, defender. Nightblade.

    XBOX NA
Ruze is a veteran of the PC Beta, lived through the year one drought, survived the buy-to-play conversion, and has stepped foot in the hells known as Craglorn. He mained a nightlbade when nightblades weren't good, and has never worn a robe. He converted from PC during the console betas, and hasn't regretted it a moment since.

He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.

This is an multiplayer game. I should be able to log in, join a dungeon, join a battleground, queue for a dolmen or world boss or delve, teleport in, play for 20 minutes, and not worry about getting kicked, failing to join, having perfect voice coms, or being unable to complete content because someone's lagging behind. Group Finder and matchmaking is broken. Take a note from Destiny and build a system that allows from drop-in/drop-out functionality and quick play.

You can finish Bleakrock and Bal Foyen (though I'd prefer Bleakrock, due to the asthetics) and still have a one-stop shop in Dhalmora (your first town in Bal Foyen). The wayshrine is a ton closer, and the NPC's and stations are also closer together. Though the mud-hut look is awful.

banker comments wouldn't be so annoying if you didn't have to exit and enter again whenever you want to swap between bank, guild bank, guild store.

This is something I really do wish they would change around. There should just be one dialogue option that says 'bank' and then inside the bank screen you should be able to switch between your personal and various guild banks with the F key, like you already do for guilds, just personal bank as well.

The guild store option makes more sense to have as a seperate dialouge option.

The other thing is guild banks STILL dont load up nicely. So not only do you have to swtich between normal bank and guild bank via talking to the npc, but you usually have to cancel out and re-chat a few times to get your guild bank to show, at least I do and its obnoxious. They did thankfully change what the npc says in daggerfall city now. She no longer voice acts the entire paragraph like before.

What they should do is continue to make big cities big and small cities small to flow with the lore and to look nice and all that, but they should add in multiple crafting locations so all of the big cities have a little cluster of crafting and vendors right near the bank, but still keep the other vendors and crafting areas currently in game that are spread out.

I think this way both camps of people will be happy because it really does suck to have to run all over the city to do something simple like craft a sword for a guild mate, or make someone a glyph. The bank is ALWAYS needed in the picture it seems even with the ability to craft right out of your personal bank space, since a lot of people are using the guild bank to get things from.

But I for sure don't want future cities to start being only small and utilitarian. I want big cities with massive walls and huge castles, massive spreads that show the glory of the civilizations of tamriel. We just need some additional crafting/vendor spots clustered near the bank so when you get past the Oooohhh Ahhhhh stage of the city you dont start to hate it because of its size and time it takes to run all over it.
