PvE, Thundering Presence. Speed boost is useless as mobs move faster than you do in combat.
PvP, Boundless Storm for obvious reasons, allows to kite better or chase better.0 -

not all mobs move faster than you in combat...there's a few group bosses you can "kite" just by backing up while attacking/casting.0
