I agree with these they are needed
2h Ultimate [Overpower] seems a bit strong compared to the other weapons.
Would be more balanced at/around 250% weapon damage.

One-hand Shield Ultimate [Retaliate] seems a bit strong compared to the other weapons. With 3k health, [Retaliating Strike] could potential hit for 7.5k... I can foresee extreme imbalance in PvP. A tank's ultimate should not be the highest damage ability in the game. Would be more balanced as a damage shield equal to the damage taken, then 50% of the damage shield then explodes for AoE damage after it expires. One-hand Shield lacks AoE damage so this would fit in nicely.

Everything else looks great. I would love to see weapon skill line ultimates. This is a great start.
yeah these were based on before the stam and weapon damage upgraded caps and havent revisited them

I think, and this is nuts but also genius I'd like to think, that Weapon Skills need Ultimates yes, but have them be like the Fighter's Guild Ultimate where it does a rather minor yet potent active part, but has an important passive pertaining to that skill when Morphed. Examples are:

One Hand And Shield - Impregnable - 200 Ultimate - When used, increases armor and spell resistance by 50% for 6 Seconds. Each Rank in this increases the duration by one second.

Morph 1 - Unbreakable - 200 Ultimate - When used, increases armor and spell resistance by 50% for 10 Seconds. Passively decreases all damage taken by 10%, with each rank increasing that by 1%.

Morph 2 - Undaunting Presence - 200 Ultimate - When used, increases armor and spell resistance by 50% for 10 Seconds. Passively decreases all damage to party members by 10%, increasing by an additional 1% per rank of this skill.

Two Handed - Breaching Strike - 100 Ultimate - When used, unleash a strike that hits for 300 Physical Damage that ignores enemy's armor by 25% and bypasses 50% of the enemy's blocking or barrier, with each rank increasing damage done.

Morph 1 - Shattering Blade - 100 Ultimate - When used, unleash a strike that hits for 3XX Physical Damage that ignores 50% of the enemy's armor and 25% of all blocks or barriers. Passively ignores all armor on an enemy by 15%, with each rank increasing this by an additional 1%.

Morph 2 - Inspirational Presence - 100 Ultimate - When used, unleash a strike that hits for 3XX Physical Damage that ignores 50% of the enemy's armor and 25% of all blocks or barriers. All party members now passively deal 10% more damage with their weapons, with each rank increasing this by an additional 1%.

These are but examples, and I would do the entire weapons list but I'm way too tired at 3am, so instead I'll leave you all with rough ideas that I may or may not elaborate on later:

Bow: Big ass super armor piercing arrow that lowers enemy's damage resistance for a short time. Passively raises either attack speed or attack damage with morphs and adds in multiple targets and longer ranges.

Dual Wielding: A vicious attack of channeled attacks that leave the enemy's damage resistance moot entirely for a whopping 3 seconds. Morphs then adds poison or roots, and passively adds a noticeable increase to attack speed and armor penetration.

Resto Staff: Big. Ass. Super Heal. Morphs include a big ass super heal that adds a barrier for the amount healed or a big ass super heal that aoe's enemies near the target healed and heals allies. Man that's awesome. Passively increases healing done to a single target or targets in your party or raid group.

Destro Staff: Tricky this one is since there are three elements, but I figured a simple trifecta of death ought to do. A big ass super channeled spell that hits with all 3 elements at once dealing massive damage. Morphs make the channel faster or instant but as an AoE for a short range and less damage. Passively increases spell damage done or returns a very small amount of magicka back when using destro skills. This would only work is Impulse and destructive touch got nerfed violently.

Bobbity Boop, this game might become poop, but I'll still play because I'm just a pile of goop!

I gotta say the dualweild seems weak, very weak.
    150% of a normal attack?
Try more like 500%, both weapons included, as you do have two of them.
Waiting, and watching, for the return of Melee Weapons.

150% of the normal attack is about 280% due to offhand plus low health and stun bonus damage from passive

Id be against ultimates which rely on effects bosses will be immune to (roots, etc.)

Armor penetration is nice for pvp... pve mobs have hardly any armor to begin with. Reducing almost nothing by 90% is still almost nothing. And attack speed would be worth something if there wasnt animation cancelling and if 'haste' actually increased the animation speed of attacks and skills. As it is... it too is not really a valuable a buff.

Hmm, good points you make there. That said, I still think Animation Canceling should be abolished and in it's place a simple gigantic buff to melee weapons and for bows, draw speed. Good god those things need faster draw speeds.

I think buffs would be better than attacks, but in the event that 2 ultimates per weapon become a possibility, one attack and one buff. Tho I can't think of any buff for destro staff until they fix impulse... And bow is already pretty killer without any direct buffs so an attack would be better for that too.

    My Ideas:

2h Ultimate: Increase damage dealt with 2h attacks by 30% With Greatsword. Attacks bleed for 500 damage over 5 seconds with Greataxe. Attacks Ignore 80% of armor with Maul.
Morph 1: Make attacks unblockable. Passive equip 5% chance for attack to be unblockable
Morph 2: 2h abilities cost no stamina to use. Passive equip to further lower cost of 2h abilities by 20%

DW Ultimate: Increase crit chance with DW attacks by 25% per dagger equipped. Increase Damage dealt by 15% per sword equipped. Bleed 250 damage over 5 seconds per axe equipped. Ignore 30% armor per mace equipped.
Morphs: thinking of some complex morphs for this, morph 1 increasing the per weapon type, and morph 2, giving bonuses for mix matching weapon types.

1h/sh ultimate: Blocking Mitigates 100% of incoming damage
morph 1: 45% of the damage that would be dealt by attacks are returned to the attacker. Passive equip reflect 5% damage dealt to you.
morph 2: 45% of the damage that would be dealt by attacks are restored as health. Passive equip restore 5% of damage dealt as health.

Bow ultimate: Mega version of volley with longer duration and wider radius.
Morph 1: halves the radius but increases damage by 100%. Passive equip increase bow damage by 5%
morph 2: snares targets in the area of effect with 10% chance to immobilize on every hit. Passive equip 5% chance to snare target with bow attack

    Destro staff ultimate: Impulse lol

Resto staff ultimate: Radiate healing to surrounding allies.
Morph 1: Decrease damage dealt to surrounding allies by 20%. Passive equip decrease damage taken by allies by 5%
Morph 2: Increase healing done by 50%. Passive equip increases healing done by 10%

    All cost 250 ultimate.

I think every ultimate should have some kind of passive equip like flawless dawnbreaker does to make you at least want to equip it.
