I believe that Zenimax needs to focus on the problems that currently exist in the game, rather than the production of new content.
Zenimax stated that their goal was to release new, monthly (or bi-monthly) patches comparable in size to DLC for single player games.
In all honesty, I would accept no new patches for 3 months if the developers would instead take the time to focus on fixing all existing glitches and problems.

They make one big update , half the changes they tell us, half they dont.
What the hell is up with that?

Seriously though, we definitely noticed that the mobs were much tougher in VR content. I figure that's not intended & will probably be fixed, but I don't mind the challenge. I've had to keep a trigger finger on the emergency heal tonight. Also noticed the delay in Biting Jabs...that might or might not be intended. Before today, you could hit a new Biting Jabs before the current one finished...it might have been stacking damage? Not sure. I'm not a 1-hit wonder with the jabs, so it didn't "break" me or anything.
As I've been saying all along, it amazes me how many people dog ESO for being a Singleplayer MMO then complain when it presents a challenge that might require people to work together.
Too early to tell. Craglorn seems like fun. I did a few dungeons and quests and enjoyed myself. I'm looking forward mainly to the Thieves guild and Dark Brotherhood personally though.

I've been wondering why, for years now, no dev team can manage to make small, surgical changes and see how it effects everything without completely wrecking *** on this *** "overbuff/overnerf" cycle.
I've said it several times now, and its becoming more and more obvious to me: Most of this dev team had to have come from Mythic...the balancing and adjusting has their distinctly terrible signature all over it. This is Warhammer Online all over again.
