Not yet; this has been a tough one, but they are still working on it.

it's hard enough to play melee without having our gap closers bugged.
Fixed an issue that could, in rare cases, prevent you from reaching Rank 10 in the Fighters and Mages Guild skill lines.
Note: This fix is retroactive, so if you found yourself stuck at Rank 9 previously, you should now be Rank 10 when you log in.

We touched on this briefly during last Friday's ESO Live, but to sum up, we're looking at potentially changing these abilities so they are more like teleports than charges. This should help minimize or eliminate the issues you're currently seeing with them, particularly on uneven ground.
Since this is a larger change that requires work from many different teams, it's unlikely it'll go into an incremental patch, but more likely with the next big update.

@ZOS_GinaBruno Will the Undaunted skill line that having same issue be fix soon? Been stuck at LVL 9 60/200 like forever no matter how many times I done the pledges...

But there is no level 10.
Exactly they should sell this game or just shutdown becase its broken like hell...
@ZOS_GinaBruno Any word on the fix for the 'speed bug' we've seen with running, haven't heard anything new about it since it was acknowledged as a bug.

Hi Randolphbenoit,
this issue has been discussed a lot in the past, and is not the same thing. Being unable to get to L10 of Mage guild (for the few who were affected) meant being unable to unlock Meteor and the full Might of the Mage guild passive. For Undaunted, there is no actual benefit for getting to L10 from L9, and it appears that the actual bug is that you are allowed to progress partway towards L10 after hitting L9. This is also the way it is working for EVERYONE (excluding a few people who got to L10 in a previous major release), or rather, after any Undaunted gain that was enough to get you to L9 and partway into the next level, you can't gain any more progress in the Undaunted line. Effectively, the actual level cap for Undaunted is L9, not L10, and the "going partway into the next level" issue is just a cosmetic bug. I rather hope they eventually "fix" it, but it should not be a priority.

So... I have to wait 4 months or so to be able to play melee? You kidding? It was working fine last patch oh gush
