I'm not sure if I missed anything, but I started using twice born star on live and my character on the PTS has the identical gear.
The setup is 1 kena shoulder heavy, 1 torugs head medium, 5 twice born star light - All in divines traits. Torugs staff on 1st bar and 2 torugs swords on 2nd bar. Jewelry is willpower.
Two identical characters on live and PTS, but my live character has 59.9% crit chance, whereas my pts character has 58.7% crit chance. That's 1.2% crit chance that went 'poof'.
So, what's up?

- Fixed an issue where this boon was incorrectly becoming less powerful as you leveled up. It will now maintain a consistent 11% net increase to your Critical and Spell Critical values.

You mean this?
That sounds to me like they forgot it was actually supposed to be 12% and fixed it to 11%
Any ZOS insight on this one?
@ZOS_GinaBruno ?

They changed it to give 12% increased spell and weapon critical chance.
This fix has something to do with it becoming less powerful from leveling. This is completely unrelated to the actual percentage provided from the mundus stone. Then it states how it will now always provide the 'correct' 11% value. But that's not the correct value, since it always gave 12%?
Or am I missing something, then?

Gina did mention in the past that they were evaluating adjusting the crit chance given by Thief....it's still a great deal better than the 5% it used to be.
The Thief Mundus Stone buff was giving an 11.some odd percent increase for high level characters, which the UI rounded up to 12%. In making this fix, we had to truncate the benefit at either 11% or 12% and opted to go with the slightly lower value to help ensure it remained balanced vs other DPS increasing Mundus effects (such as Shadow or The Warrior.)
In short, definitely intended.

@Castle I went back to try to find the patch notes saying that the amount was increased to 12, but I then realized that the change the the thief mundus was never put in any patch notes.
It did say that the shadow was increased from 10 to 12%, so if the goal was to make them equal then 11 wouldn't be correct.

Equal in value and equal in power are 2 different things. I don't have the numbers in front of me, but 11% is probably about right for most builds.

You just said in this post u had to think between 11% and 12% how come that 11% was definitely intended ?
In patch notes said 12% what is this now ?
