I'm running win 10. What is your GPU?
GTX 750 but I don't have multiple GPUs so it might be because of that.

Welp, maybe go into your Nvidia Control panel > 3d Settings > Manage 3d Settings > Add the eso64.exe > Then go to #2 on the list (Says Select preferred Graphics processor for this program) Make sure it has Nvidia selected, not auto.
Give that a shot.

Too your edit note, ESO does not use Phys-x So assigning a GPU to that would not help.

We actually have a hotfix scheduled (likely for tomorrow) that will address a lot of the FPS issues you are running into for both the 32-bit and 64-bit clients.
