Target Assist on Controller

I have spent some time playing with a controller and have become accustomed enough to use a high sensitivity. The slow down that occurs when passing over a target has become significant enough at this sensitivity that it is a hindrance. I see no option for it in the Settings nor an obvious line referring to it in the .ini; I would like to know how to turn this feature off.
