[BUG] Fishing with Controller

When trying to fish with an Xbox 360 controller, regardless what I set the keys to the system seems to automatically Set the act of casting to the same button as selecting bait (interact with environment) therefore making it impossible to cast a line. If I change this key it changes both functions to the same thing. I can not find a separate function for casting a line and selecting bait in the controller menu.
Edit: This bug appears to stem from me setting a hold button for "interact with environment" and the cast is automatically a hold of what ever button you have it set too (in other words it expects a press for action and assumes a hold of the same button for bait selection)
Edit 2: Video can be found on this post bug is at 12:03 and the one time I got it to cast a line is because I used the keyboard to see if the controller would work after the line was in the water, It did.
