According the the reports i am seeing:
The issue is the ISP of the ESO servers in Dallas, "Level-3" is experiencing outages. They where right about it being an ISP problem, its just their ISP not ours.
Update will likely show up here before they make it through the Customer Service cycle at Zenimax.

Some of these where taken from some old post so I'm not sure which are still in use so I've been checking them all. The only 2 that ping back for me are the patcher and launcher ones you posted.

    account.elderscrollsonline.com - 198.20.198.131

    live-services.elderscrollsonline.com - 198.20.198.110

    public-test.elderscrollsonline.com - 198.20.205.74

    pts-services.elderscrollsonline.com - 198.20.205.71

EDIT: Found 2 more Addresses, no ping timed out on both just like the first 4.
    198.20.200.26
    198.20.200.30

Also heard that the eso servers change IPs frequently between the whole 198.20.200.XXX block. Searching that block and for ping responses now.

Don't think there are 1 server for ESO, pinging won't help you a lot ..

    At least, there should be

    Gameservers :
    1 server per map (= 17), maybe 1 per faction (x3)
1 servers for each instance, each trial.
1+ servers for delves, 1+ for public dungeons, 1+ for solo instances
    1 server per campaign

    Database :
Lot of DB servers, or a big one, depends on the db engine they use.

    Login Server :
    1 per megaserver + 1 global

    Mail Server :
    1 Mail server

    Commercial Server :
1 DB server for trading guilds

    Chat Server :
    1 chat server

    Community Server :
1 community server (guilds, friends, ignore)

    Patcher server :
    1 per megaserver

    Crown Store Server :
    1 per megaserver

+ realtime backup servers (If Glenumbra harddrive fail, they won't close the region, all people will be kicked, backup server will take place and they'll relog on this server, it will be used until next maintenance, same with chat, mail, etc, etc). same with db..

    GM server :
1 server to interface GM tools with live server

    Log server :
1 server to log everything they need

    Backup server :
1 server to backup important data. login server DB, commercial DB, mail DB, global DB, logs.

    others ....

You can add other things needed to build a strong platform, like in every information system..

Each server can be virtualized, so maybe on pts it's only a few. But for live it should be real hardware due to size of needs.

Then if the link has been broken between all servers , they should have desynched, and that's why they reboot everything, with a precise order, check db corruption, do some tests, fixes and open login server when everything is ok

Would love to get some specs about Cyro Servers
