If so that's an amazing change! Always thought that it was far too low.
So for Nerien'eth's, the 10% chance from abilities that are not DoTs...does that mean that Biting Jabs won't proc it? Or only the first hit has a chance to proc it?

As far as the actual changes are concerned, I'm more concerned that they continue to try and hunt down and murder my medium attacks.
well yes if every other difficult to get, RNG-based set is severly behind this one then yes.

What most ppl here talking about the lich set fail to aknowledge is: The lich set is easily avoidable. It has a 4m radius with a 3 second explosion delay. Skoria is instant dmg.
If i´d be running a dot based build i would still choose skoria over lich because it´s a safe hit - when it proccs (yeah reflect but it´s mostly a dk thing anyway if we´re being honest).

Question about the Nerien set. If I cast steel tornado and hit 10 people is it possible for it to spawn 10 crystals or otherwise make it exceedingly likely to proc a single crystal?
You can't buff EVERYTHING else its a never-ending cycle of OPness. Sure, as a general matter of policy its better to buff things up to average, rather than nerf, but sometimes it's far more prudent to take a few of the top mechanics and take them down a peg to the average than take all the time to buff everything else.
no as it would an immense power increasement to players completly unbalancing pve/pvp.
what do you guess is more likely to happen 30sec of developer time adjusting one variable of one item.
or hours over hours adjusting several items and hundreds of mobs to the new powerlvl just to please you?
