Q- If all Dungeons and Vet Dungeons are being raised to V16 will they drop armor/weapon/jewelry sets that are V16 also?
Q- If the dungeons outside of IC drop V16 gear will we be able to deconstruct this gear in order to craft V16 gear? Is the only way to craft new gear going to be from the PVP area of IC or buying it at an over inflated price through a guild trader?
Q- Will players who do not wish to PvP in IC be able to update their gear to V16 “SETS” through PVE alone “NOT PURCHASED”, either through the dungeons in IC or outside?

Yes. Dungeons will be scaled up to VR16, and the loot you receive from these dungeons will also drop up to VR16. Loot you receive from both old and new dungeons (the new ones being the White-Gold Tower and Imperial Prison) can be deconstructed for a chance at some of the new materials.

I am aware there will be new sets but how about sets like Ravager, Morag Tong, Shadow Walker, Archmage, etc? Will these be updated at the launch or are they to be replaced with the new sets and fade into memory (Red Mountain)? About a dozen item sets from Cyrodiil are being updated and re-released in the Rewards for the Worthy and Leaderboard reward mails, and they will be available at every Level and Veteran Rank (including VR 16). Another dozen or so Cyrodiil sets have had their statistics updated, but will not be included in those mails.
Tel Var stones can only be gained and spent inside the Imperial City.Shall we also assume this new gear will be 'bound' on pick up? This would force players to purchase a subscription and or DLC to have access to the new items.
The item sets in the new dungeons will be Bind on Pickup. However, item sets purchased via Tel Var stones are all Bind on Equip - meaning that you can sell them on Guild Stores or trade them to other players. Further, the crafting materials found in Imperial City can also be sold or traded, and used to craft VR 15 and VR 16 gear at any crafting bench.
I would just like to know about DSA, VDSA and Trials now. Will we be able to run these at V16?

I have sick feeling that loot can drop at V16 in the dungeons but most of it will be V14 and only key boss's will drop V16.
True, but this doesn't apply to a lot of dungeons as it is now. Helm drops are limited to VR12, along with most of the really interesting drops in said dungeons (Ebon Armor, Worm Cult, etc).No no no. Dungeons scaling will mean just what it already means... dungeons will scale just like the rest of them (not counting COA) So if the group leader is V1.. the dungeon will be V1. If they leader is V16, the dungeon will be V16. If a dungeon is V1 the loot will be V1.

If they want us to farm new VR15/16 runes by deconstructing VR15/16 glyphs this is going to be PITA, the rate of recovering runes from glyphs is terrible.

I highly doubt they are changing anything outside of cyrodiil and IC. All other dungeons and content will remain the same. Ite the normal progress of any mmo. As you get better content becomes trivial.

@Komma It has already been confirmed that all the dungeons in the game will be increased to V16. Thanks to the post from @MissBizz it has been confirmed that the loot will scale with the dungeon.
That's exactly what I'm saying. Right now, the dungeons scale to a maximum rank (VR12). Yet with the proposed new scaled, is it actually going to up to VR16, or VR14, etc? There's always been a weird balance of what dungeon gear scales to compared to actual player rank. If it's scaling up that's good, but having to re-do the entire loot chase for gear I've already had is going to be kind of discouraging.Helm drops are limited to VR12 because that's how high the dungeon scales, so I'm not sure what you mean @Preyfar
