It's a skyrim mod called Deadly Mutilation.. they weren't able to add that sorta stuff to ESO because it would have messed up the ratings and all

But... it's already rated M. unless they had outright pronographic gameplay it would never get an AO Rating.
M is a wide and wonderfun world of chaos and debauchery. ESO sits on the sidelines and says 'hey guys, I'm rated M too!"

I'm actually surprised it's rated "M", lol. Whoever decides the ratings must have read The Lusty Argonian Maid volumes.

Lol funny enough, this was the primary reason given for M rating.
Looking back at it, I am amazed someone read all those books and took the time to quote the innuendos.This is a multiplayer online role-playing game in which players assume the role of a warrior in the fantastical world of Nirn. One hopes that someday they will fix this, now that the introduction of the justice system raised the game to "M"...
Add a blood mechanic to combat (toggleable for those who don't want more lag), add "weapon finishers" aka the magic damage deathblow "burn up" / "freeze and shatter" / "melt by acid" we already have... stuff like decapitations, skull crushings (its a sweetroll thing...) or similar...
And add more options for NPCs. Blood, fresh wounds, bandages...
