CS bonus % display

The display on CS passives should be formatted xx.xx%, with two numbers after the decimal. The reason for this is that Bashing focus (and I think medium/light/heavy armor focus have several locations where a player adds a point into the passive and the number displayed is the same. In fact in the upper end of bashing focus there are points where it requires up to 4 CP to get the number to change.
