I'm sure some people will present the case, perhaps from a ZOS standpoint, why they may want to make it paid DLC. I'd be interested to hear how a paid-DLC standpoint addresses the issues I suggested that would cause. Doesn't matter if it should or should not be.
It will be. Already said the only thing you're getting for free is 1.6 update. Which means they may or may not charge for the finishing touches of Champ and Justice system since 1.6 is just the base of those two.
There is no proof of that. I specifically quoted the part that says there will still be some free gameplay. Here it is again: "regular updates and new gameplay will be offered to all players to enjoy free of additional charges".Doesn't matter if it should or should not be.

All paid DLC. It's their new way to make money so how can they afford to give it away for free? Maybe you'll get lucky and Imp City will come with some other aspect so that you get 2 pieces of content in 1 DLC, best you can hope for.

Yeah I'd be fine with that as well. Access to the city for everyone who's earned it, but White-Gold Tower/Imperial Prison dungeons as DLC.i think if its a keep that requires taking like Arrius...they need to make it accessible. anything extra in the city though like PvE dungeons could be behind a pay wall. PVP people havent had anything added since launch. It should probably just be free. Im in a huge pvp guild....and i would hate to leave half the guild at the door during a pvp event cause there is a sign on the door that says " pay me money"

That's a ridiculous assertion.
How would you lock things like the elimination of VR behind a paygate? DLC that will require some kind of payment is going to be in the form of new zones, dungeons, etc. You know, things that can actually be charged for.
People really need to read up on how a buy-to-play system works.
From this point on, count on everything except bug fixes to cost cash.
Several system aspects that were promised at conventions/expos/media releases are now being labeled as doubtful/slim chance (i.e. spellcrafting and Justice system PvP). You can count on dev resources being channeled to cash shop items and DLC for sale.
