I've asked people in my guilds, everyone seems to be having it. Just random 5-10-20 seconds freezing out of the blue when nothing moves. Then game tends to catch up, but often by this time you're already dead.

Stuttering: the World is okay but you have really low FPS

Everyone getting lag bombed simultaneously would logically lead one to suspect its not on the players end. Whenever there is that inability to act, use siege weapons, and open doors, etc., people usually ask in zone if anyone is getting that lag and they always are.
They will eventually figure this out when they get enough different answers to these questions.Be in voice coms with people who live thousands of miles away --> start lagging out in Cyrodiil --> "Are you guys Lagging too?" --> "Yeah nothing is working for me either" (everyone else in call)
But certainly all of our ISPs, network settings, and antivirus are simultaneously causing us the issues specifically with ESO while our voice coms continue uninhibited.
