Blackwood: Missing Quest Giver? (Undertow Caverns)

I'm outside Undertow Caverns (Delve) in Blackwood.
I'd expect there to be a nearby quest giver given the ESO model for delves.
The wiki tells me there is a quest giver (Amalia Vasatoln).
There is no quest giver.
I've tried re-logging.
I've tried leaving and re-entering the zone.
I've googled to see if it's flagged as a known issue.
I've found nothing.
Am I going mad? Should there be a quest giver?
