PC NA - EU Transfer

Will it be possible to transfer when we get the new servers like we did when we got new servers during beta?
I lived in asia and played on NA for years and have been living in EU for a few years, tested EU servers and my entire gameplay was so much smoother I was wondering if account transfers would be possible, willing to pay any amount.
I know it didnt use to be but maybe it will be. After all alliance transfers were not possible either but now we have them
